Frederick County Government - IIT Functional Lead - Information Security

  • Supervise a team of Information Security Analysts responsible for the information security policies, products and solutions supporting Frederick County Government
  • Coordinate projects and activities of the Information Security team with the Chief Information Security Officer (CISO) and the Manager of IIT Infrastructure
  • Develop and implement team-level vision, strategy, processes and policies in cooperation with the CISO
  • Drive tactical decision-making with team members (budgets, projects, etc.)
  • Develop RFIs, RFPs and technical specifications for contracts/projects, oversee contracts, and manage maintenance agreements
  • Develop, track, and monitor multi-year operating and capital budgets for the team
  • Effectively communicate with a wide range of stakeholders including leaders in county divisions, the end user community and vendors
  • Assist with the development and implementation of effective project prioritization and project management processes
  • Develop and implement processes and procedures in support of team mission and objectives.
  • Evaluate hardware, software and services considering factors such as functionality, life cycle cost, risk, and interdependency with other applications and systems
  • Keep current on new products, processes and techniques
  • Develop employee goals, provide ongoing employee feedback and conduct employee performance evaluations
  • Mentor employees in key areas such as technology, project management, leadership, and interpersonal skills
  • Manage contracts and contractors
  • Initiate and manage team procurements for hardware, software and services
  • Set short-range and long-range team goals; Assist in setting short-range and long-range departmental goals
  • Travel to user locations for meetings
  • Travel to technical and vendor user conferences as appropriate
  • Work with other Functional Leads and IIT Managers to identify and implement cross-team / cross-department process improvement initiatives
  • Identify needed training for employees
  • Perform other duties as assigned

  • Bachelor's degree in Computer Science, Information / Cyber Security, or related field
  • Minimum 6 years progressively responsible Information Security work experience which includes overseeing teams, projects, and directing the work of others
  • Possession of a valid automobile operator license
  • NOTE: Additional relevant work experience and/or certifications may reduce the education requirement


  • Ability to obtain a Frederick County Employee Driving Permit
  • Extensive knowledge of information and cyber security
  • Knowledge of management processes and techniques for an information technology organization
  • Knowledge of general management practices and procedures, including those related to planning, budgeting, personnel, purchasing and acquisitions, contracts and capital improvement expenditures, and general administration
  • Knowledge of next generation firewall technology, remote access, VPN technology, security log analysis, anti-malware systems, vulnerability assessments,  application / system security reviews, penetration testing, incident response processes, HIPAA / PCI security standards
  • Ability to maintain comprehensive knowledge of current technology trends and environment, and to identify hardware, software and techniques appropriate to address information security requirements
  • Ability to effectively plan, coordinate and implement complex projects involving a large number of stakeholders
  • Ability to effectively evaluate information technology requests for feasibility and effectiveness
  • Ability to effectively recognize and remediate information security exposures and recommend alternative solutions
  • Ability to effectively supervise and evaluate the work of support staff members
  • Ability to develop and maintain effective working relationships with elected officials and administrators, vendors, staff, system users and the general public
  • Strong and effective spoken and written (English) communication skills, including the ability to present complex information in laymen's terms to varied audiences, and to prepare clear, concise reports and related documents


  • Master's degree in Computer Science, Information / Cyber Security, or related field
  • Related technical / project management certifications
  • Experience implementing and/or administering Cisco network, CheckPoint firewall, NetMotion VPN, Trend Anti-Virus, and/or LogRhythm SIEM products
